Paul O'Neal, an 18 year old black teenager from Chicago was fatally shot from behind by Chicago Police on July 28, 2013 after he fled from them in a stolen vehicle and then on foot through a residential area. Dash cam and Body cam video of other involved officers where eventually released by CPD but did not include video from the actual officer who shot  O'neal. They clam his camera was not turned on until after the incident. The video shows police recklessly shooting at the vehicle as O'neal drove passed an officer and eventually drive head on to another police SUV that had stopped in the opposite direction of the one way street O'neal was driving on. A foot pursuit ensued and eventually shots are heard in the distance. The officer finally reaches O'neal who is being apprehended and handcuffed while laying on a pool of his own blood. The officers are seen attending to themselves for minor injuries, giving each other high fives, questioning if O'Neal shot first at all, and even the officer who shot O'neal is heard complaining about possibly being put on desk duty for a month as a result of the shooting while O'Neal was on the floor bleeding to death. He was unarmed.
